There is a new regulation already in place that affects people dealing in cosmetics. This new rule is designed to improve the safety of cosmetic products being used in Europe. It places more responsibility on the people involved in the manufacture, importation and distribution of these products. Whenever there are questions on the safety of these products, the responsible person will be called upon to bear responsibility. Unlike in earlier times, individual countries in the block had authority to define cosmetics. This is now the responsibility of the EU. All manufacturers should ensure their commodities meet the definition before they are allowed to access the Europe market. This harmonization of the definition is designed at ensuring that the cosmetic commodities found in all member states are similar in terms of quality and safety.

Responsibility for safety of beauty products is now a burden of those taking part in manufacturing, importing and distributing these commodities. These persons are required to ensure their commodities meet the defined requirements. Previously, the burden of ensuring the goods were safe for human use was placed on the authorities. This is now totally different and the duty can be delegated to other persons or firms willing to accept it.

Every product being availed in the market has to be safe for use by human beings. In previous times, it was the duty of the authorities to provide evidence that the product is harmful to the public. This has now changed with the new regulations. Manufacturers or distributors have to provide evidence that their products have undergone detailed assessment of their safety.

Consumers should be provided with all details regarding the product. This will allow them to be aware of what they are purchasing. The manufacturers are required to have a record of everything that would interest consumers. The information should be kept in a form that enables easy access.

Importers of these products should provide information about the country of origin on the label. Details about the minimum life of each commodity should also be indicated. This should be done using a common language which makes it easy for the products to be moved easily across borders. There will be no need of interpreting details on the labels.

Importers of cosmetic products into the EU should ensure adherence to the regulations. If this is ignored, then the importation will be deemed to have done illegally. Individual member countries are allowed to impose any kind of sanctions against importers who do not adhere to this requirement. Therefore, it will be very helpful for any importer to understand the requirements before getting into this kind of business.

Regulations issued by the European block are different from directives. The rules are supposed to be put into effect immediately. Those who are involved in importing beauty commodities to European countries should make adjustments immediately as application of the rule is already in place. The Union is very concerned with the safety of its citizens. Therefore, those concerned should adhere to the rules to avoid having sanctions imposed against their operations.
